Cannot Defrag Hardrive

C: drive is 22% fragmented and will not defragment.  Defrag cannot open RRbackups files.  Cannot even locate these files on my computer in order to delete.

These are System secured files, and I believe that in my case the defragmenting completes its process, however, it cannot defragment these RRBackups files (I have three files for a total of 79kB).  I have attempted to remove and reinsall the Rescue & Recovery application without success (it stills claims that these three files cannot defrag).  I have not submitted a work request to Technical Support ; I wonder what they can do.
