pci to pciX bridge won't install M70 0830

I'm trying to gain an extra PCI-E slot  M70 0830 by installing a startech (I tried another too) PCI to PCI-E bridge and it won't start or iinstall.  Device manager shows error code 10 which I can't find anything useful on the web about it.  Any ideas?
