ThnikCentre S50-8086 won't boot up...

The other day I attempted to power on my reliable, trouble-free ThinkCentre S50-8086, assuming it would be business as usual. The internal fan revved up to turbo speed... and that's all. No boot-up, no hard drive interaction, nothing but a dark screen and a fan impersonating a turbojet..

Does that indicate the motherboard, or BIOS itself, is toast?
