Hi update to latest BIOS 24 for S10-2 you can get here S10-2 BIOS 24
after UPdate...
go in BIOS press F9 for setup defaults.....
On Windows 7 my S10e will show 1,6 GHz @ 1.6 GHz when plugged...

set all profiles to full speed when plugged ...

Try the following:
(Running defrag is the simplest way to stress your CPU enough for the speed to step-up).
Now, what you should see is, whilst the defrag is running (particularly during 'analysis') the CPU usage (as shown on desktop gadget) goes up towards 100%, at this time the CPU speed (as show in CPU-Z) should step-up from 1.33 to 1.66.
If this doesn't happen, then either defrag isn't stressing the cpu enough (usage will need to go up to about 80-90% or more for a little while before the step-up kicks in (but it usually kicks in pretty quickly)), or your speed-step settings (that's what controls the speed) are a little screwy some how (in which case check, double check, and triple check, all power mangement settings (including the advanced stuff)), or your CPU is damaged and it's staying down-clocked to protect itself.
Use Orthos (or something similar) to check for CPU stabilty, if the latter appears it might be the case.

I tried both your ways before, the bios update just now and the 2nd method some time ago. Both didn't work.. I think its the same problem with N280 chips and linux? By the way, I'm using the N280 which is the 1.66ghz version on my S10-2. I guess it shouldn't be such a big deal after all.. Since I've been using it for almost 1/2 year and I still think that the performance is acceptable..

I really think you're missing something simple in Energy Management, either in Windows or Lenovo's app.
Go into Windows Power management and see if CPU is Active or Passive in the drop-down list. Change it and see if anything changes, in case Windows is taking over for some reason.
Also, check the link Kalvin posted and make sure the CPU frequency slider in Lenovo's app is all the way up in the profile you're using.

Right. More precisely, it's a problem with N280 chips and BIOS.
It manifests itself only in modern operating systems using the standard power management interfaces (Linux, Win7), but not in WinXP with ad-hoc power management implemented in vendor add-ons.
It was just that the problem was first observed in Linux which made the moderators move it to the Linux special group where nobody but a few geeks ever looks. All the gory details are in that thread (and I wish it was moved back here as it's not Linux-specific).
I guess it shouldn't be such a big deal after all.. Since I've been using it for almost 1/2 year and I still think that the performance is acceptable..
Indeed, the fraction of time when the processor is at top speed is normally very small (and you don't do number crunching with your netbook, do you? ![]()
It's rather a matter of correctness. E.g. some of the currently used frequencies don't match the FSB speed. This can make the processor less efficient than it should be

Yes, the new BIOS really adjusted the clock speed to 1,66 (1,67) GHz ... but the battery time decreased let's say dramatically. I experienced more than 5 hours (sometimes up to 6) before flashed the new BIOS... now it is 4-4,5 hours.

Yes, I know.... and the benefit is that the netbook feels and looks faster and more responsive... we have to decide between speed and battery time.
