How about opening your network connection from network and sharing center and seeing how fast your connection is.

I had one once where the network card wasn't seated too good and it started dropping packets big time and my connection dropped from 100 mbps to about 15 mbps.  

You probably already tried another cable, right?

100mbps for the speed.

did a check speed connection, and it was fast, like 10mbps download, and 980kbps upload...

yes I tried different cables, and also connected other laptops to the same cables to check if they can access microsoft websites, and check for updates. And they did it successefully.

Your connection speed is as good as mine.

How about your power plan?  I don't remember what Vista uses for power plans.  What's set in Control Panel as far as power plans?  Whatever it is, make sure it's set for High Performance.

You could also try going into the bios and resetting it to its defaults.  I don't know why anything would have changed in there though.  Something is hamstringing the connection.

Already tried HighPerformances, and I left it there.
Already changed the BIOS settings to defaults. also tried on "Optimized settings"

but still the same thing

When you were able to do some updates, were you able to put Net.Framework on there. 

I'm running out of ideas.

Yes, it installed successfully some .Net Framework, but only version 2 and 3.
The version 4 didn't not show up in the list (Usually it shows up after all the updates being installed)

I also thought about the Net Framework, so before I reinstalled Windows for the 3th time, I downloaded the NET Framework remover tool from microsoft (another laptop) and removed all Frameworks presents (only 2 and 3 were installed)
Because I was able to download the first 108 updates, after the second windows install, and the last one (4th)

And all NET Framework installed from the update were successful

Go into Event viewer, applications and services, and open Media Center.  Expand the page and choose details, friendly view.

Media Center tests the internet connection a lot and it retrieves things like the sports schedule and updates.

See if there were any problems anywhere in there.
