Lenovo SK-8821 Keyboard - can't figure out how to lock the Fn key

My Lenovo keyboard has a row of function keys that are activated when I hold down the function key and press the appropriate function key (eg, F1 brings up Help).

I would like to know how to change this so that the F keys are activated without having to hold down the Fn key.

This looks like the answer I need, however, where do I find this menu ? for setting f1-f12,

Having it installed, the Lenovo Slim USB Keyboard app appeared in my Start menu.
