T410 Can't Enable TPM Security Chip 2539-CTO

I have a T410 (2539-CTO) and I can't find a way to enable the Security Chip in the BIOS.  On the BIOS "Security Chip" page, it shows that the "Current setting" is inactive.  However, the option to "[Enter]" to change settings is greyed out.

I was under the impression that all T410's should have the security chip built in. Is this not the case?  Or is something wrong with this unit?

I called Lenovo support and they are sending someone to install a new motherboard on Monday. I also found another thread on here with the same problem:

Looks like there was a manufacturing issue.
