It's the AC adapter that came with the system. My BIOS was in fact a previous version. Updating it solved the throttling after resume when running in "high performance" power management mode (and others). My version of Power Manager is 6.07, and the BIOS should now be the latest version. My peripherals are a USB mouse and a USB modem. 

 

Being plugged-in had no effect on the behavior. 

 

It still gets stuck at 800 MHz when running in "maximum battery life" under Power Manager, but is that normal behavior for this setting? Under this power scheme it just runs at 800 MHz whether I have hibernated then resumed or not. 

 

Regardless, with the BIOS update the systems now behaves consistently before and after resume from hibernate. Problem solved!

Well its good to hear you resolved the problem. Looking back at the original post. Which was void of some important details revealed on your settings.

Yes, max battery life is going to put the system into a very power contrained state. Whether you can use it effectively like that depends on the those default parameters.

Enough said its working now.
