Bios update (ISO or exe version) does not have the rom file included!!

tried both methods to update the bios on a T60P.  7iuj15us.exe  and  

7iuj15uc.iso  

these files are on this site  http://www-307.ibm.com/pc/support/site.wss/MIGR-67018.html

 

I have updated bios before using similar files with no problem.  

 

So what the heck?  Did the process change? Did I overlook something?
