Cooler speed and working temperature when it must turn on/off

I bought cooler "42W2460" on IBM site for my T61 "7658-CTO" and replaced it cause previous cooler whine.

 

This cooler works strange for me cause it begins work when CPU temperature 37C with high speed and never stops and never change speed. I played with differnt power management schemas but it is not help. With "Power Saver" CPU temparature become 28C and culler contibue work without changes.

 

Can I configure power management properly or do something with that cooler?
