If you don't have any required data on the drive, then try using clean installation of either XP, 7 or any OS of your choice.

Mine does that when I restart my T61. If I shut down, wait a few seconds, and turn it back on, it boots up. I don't quite understand.
About your no hard drives detected problem. I have experienced that when trying to revive an old Dell. It turned that it was the motherboards problem. The hard drives were fine. I replaced the motherboard (Ebay $20), and it boot up just fine.
