I've seen a similar problem where the laptop wouldn't charge or run off a known good battery that was fully charged. I ended up replacing the system board. 

 

In your case I'd say there is an open circuit and the system isn't getting any voltage from the battery. I'd definitely try a known good battery first if possible, but I suspect your looking at either a system board replacement or repair.
