power manager user permission problem

Power Manager works fine when user=ADMINISTRATOR. However, when user=USER, I can't change power schemes.

I forced permissions to FULL CONTROL on the registry key (HKEY_CURRENT_USER\Control Panel\PowerCFG) and its subkeys for user=USER, but this did not fix the problem.

I have removed Thinkpad Power Manager and the TP Power Manager Driver and reinstalled, as user=ADMINISTRATOR, with the latest downloads from Lenovo. Still, the problem persists.

Can anyone suggest an explanation and solution for this odd problem?

It has to be something with user permissions.  o to control panel, then user accounts and see what you can find regarding what permissions regular users are allowed.  Changing the accounts to have administrator privledges this way should fix your problem, (but will give them full control over the computer)

Your suggestion makes perfect sense; however, it breaks the entire rationale for user groups. Any good software written for the Windows environment should respect the most basic of security concepts: user groups with varying levels of permissions.
 
So whereas it would return Power Manager capability to the user level, it would not really fix the software problem.
 
I am very interested in deepening my understanding of the security structure and installer for Power Manager. 
 
I am very curious about how to identify the source of this particular problem. And of course, I am interested in how to correctly adjust relevant permissions for a non-adminstrative user.
 
I am also curious about why a clean re-install of Power Manager as ADMINISTRATOR did not correctly re-set the state of permissions for all users on the computer.

Open your registry and navigate to HK\CurrentUser\Control Panel\PowerCfg\PowerPolicies and report the number of numbered folders you have. There should be no more than 6 or so.
