i have a t61 with a t7300 2ghz.
the problem i have is that the cpu only goes until 1197mhz (x6).
I have put speedstep off and nothing
i have open the notebook and clean the fan. even i have open the motor of the fan and i have put oil.
The only thing i have got is less noise i think.
Someone have another idea.
help.

What processor and speed does your bios and windows system information screen show? and what are you using that is showing the slower speed?
Do you have a good battery installed? do you have power manager installed? and if so, is it set to high performance?

In the bios i see t7300 2ghz
i use cpu-z 1.60. Go from 800mhz to 1197mhz . I have played two videos 1080 and nothing.
i have use the passmark software from http://www.cpubenchmark.net/ and i only get 750 when i should get 1150
so never goes until 2000mhz.

Are you sure?
And as TuuS says, make sure that power management settings, both in Windows and in the Lenovo Power Manager app, aren't slowing you down.
Also make sure you're running the T61 on AC power, it's a genuine Lenovo adapter and it's rated at least 90W.

actually this specific model with Intel graphics should work fine with a 65w adapter, but you will need a good battery and proper settings in power manager. Default settings will only use the full clock speed when temperatures allow, sufficient power is available, and there is a demand for the speed, otherwise it will throttle down to save on power and heat generation. In addition, under heavy load you should go slightly over 2.0ghz when IDA mode is enabled which by default allows one of the cores to slightly overclock (conditions permitting). Dual IDA can be enabled by use of the middleton bios (use at your own risk), where both cores can overclock when needed.
My guess is your power profile isn't set to maximum performance so the system is only using what is required to perform the tasks it's given. It's also possible that you have a thermal issue where the system is throttling back to avoid excessive temps.

In win7 setup for high perfomance
In bios
speedstep disabled
cpu power management disabled or automatic, I get the same.

There is your problem. Get a working battery, it only needs to have as little as 10% remaining in the cells, but it needs to charge. If you can't find such a used (genuine) battery for a reasonable price, then consider getting a generic, but try to find one that is legally exported, many generics coming out of china have bypassed safety regulations and may not be safe to use so be careful.. I can get brand new genuine *extended* batteries for this model for $49, a used one would be $10-30 dependin on conditon, but I can't ship them out of the country because of a new regulation so you're going to have to look locally.

my adapter is 65w and i have a x3100
Where is "Lenovo Power Manager app" ? is it in the bios?
cpuid hardware monitor pro shows 54ºC in the CPUs playing two videos of 1080. Cpu 100% and cpu-z only 1197(x6)
