With BT turned on, you should see all paired devices at the Settings/BT screen on the TPT. Are you seeing that?
You should be seeing the laptop name and something like "Paired but not connected". Are you seeing the laptop as a paired device?
With the above in place, you should be able to connect by just touching the laptop BT paired device at the TPT's Settings/BT screen.
What happens here?
EDIT: Make sure TPT and laptop are no more than 5 feet apart for testing purposes.

Each paired device row has two touch areas. The connect area to the far left and the settings area to the far right. The option to unpair should only appear if you touch the settings area to the far right. Touch the connect area (laptop name etc.) to the far left.
Forget about initiating the connection from the laptop for now.

I feel for you. After several days of trying I have never been able to establish a connection between my tablet and Windows 7 or XP 32-bit via the micro USB cable connection and USB debug options. The PCs keep complaining about the MTP driver could not be found.
In the end I bought for about US$ 3.99, the Astro Bluetooth Module app which does work with both PCs. It's slow for large files but it works. With my XP machine, there is the OBEX file transfer option in the bluetooth menu, while for Windows 7, it establishes a default exchange folder where files that need to be transferred reside. One needs to put those files in that folder and select Send File or Receive File.
I am curious how you were able to make it work with the micro-USB tether since it may be a faster connection. Where did you get your MTP driver? What OS do you use on your PC?
Cheers!
