RD 240 1046 11U won't boot if I have USB memory sticks plugged in to it, How do I get around this?

I have the boot order changed, so that it shouldn't even try to boot from the memory sticks, just the CD-ROM and the harddrive.

However, if I start up, the server just sits there with a flashing cursor until I shutdown.

If I remove the USB memory sticks, it boots fine.  They are SanDisk 64GB sticks.

Is there another setting that needs to be changed, or is there a problem with the server?
