Sorry for bumping such an old thread. However, I had the same issue and tried all of these options to get TVSU working. Eventually I just "started" the service in Windows Services while the splash screen was up, and it ran!
I hope it will be ok in the future.

bad, just wanted to reply and say that your suggestion worked, apparently the "System Update" service hadn't started automatically at boot even though it was set to do so in the Services control panel, so I started it manually with the splash screen hanging out and then the splash screen disappeared and the update program came up normally.
