Warning: RNR 4.2 or CSS 8.1 - tvtumon causes XP SP2 bootexecute commands to fail

Would someone know what this message means ?

The tvtumon service failed to start due to the following error:
Insufficient system resources exist to complete the requested service.

It is taken from the the event viewer and it seems TVTUMON has difficulty to start ?

Any advise would be usefull and appreciate. The system is a T61p, 3Go RAM, running CSS 8.20.000.230 and R&R 4.21.0015, Vista 32 ultimate

Is there any udate if the suggested patch is still available.  Is it needed?

When attempting to install RNR 4.20 receive message looking for tvtumon.sys.

Vista SP1 32 bit
