I offer this advice every day to people who want to buy in one country and take a system to another....
Shop the sales website and find several models that you are interested in. Take careful note of the model number like 6459 or 6363.
Then, go the the International Warranty Website on Lenovo's support site, and enter those model numbers to see a list of countries where warranty support is available. Click HERE
It's your responsibility to chose a system that can be supported where you live if you are buying from another country.
As to where service centers are available....You can also navigate to a page that helps you find a service provider nearest you - click HERE
Lastly, when traveling with a system, the termof the warranty is portable, but the manner in which it is accessible depends upon the base terms of the service in the destination country. For example, if you buy 3 year onsite in the US and take the system to a country that uses a depot, or business partner network for service, then that is how you will receive service. The onsite will not apply outside the US.

With regard to adding in features like a camera... if they can be added in, and you are using the configure to order capability of the US webstite, then the option should be listed. If not listed, it's not available to be built in at that point in time.
