Booting from USB External DVD Drive

I have tried to amend the Bios to boot from the drive but it doesn't.

 

Anyone wondering - I am trying to downgrade from Windows 7 to Windows XP after I installed Windows 7 with a clean install (so no windows.old file).

 

Suggestions, please.
