Paste is only intermittant in the tablet mode

Why would I have trouble pasting in the tablet mode?  Is that a software problem; problem with the pen?

Sometimes I have the same issue, can copy but not paste.   The information appears to be in the clipboard.  I usually work around it by some other method. 

Maybe it is a software issue, have you tried pasting into a different tool (e.g. Notepad)?

Try a different method of pasting (e.g. Ctril-V vs. drop-down off Edit on menu bar)?

Check your clipboard to be sure you successfully copied?
