I have tested the latest BOMC today and didn't get any error:
1. Create a new folder c:\temp
2. Download the latest BOMC and copy the latest BOMC to that folder https://datacentersupport.lenovo.com/us/en/solutions/lnvo-bomc
3. Run the BOMC as administrator
I have also included screen shot from my system.
