Changing bad battery- how to reset charging circuit?

I picked up a new old stock DT2.  Despite no use, the battery is showing the same signs of deterioration that I've experienced in a Moto X Pure, e.g. dying when battery is at anything less than 40% and anything taxing is opened up.  I solved that problem in the X by replacing the battery, and figured the same could be done with this phone.  Not the case, however.  3 replacement batteries from 3 different sources have brought on the same behavior-- refusal to boot, flashing green light, bootloader reporting "Battery low (charging)", and no amount of time on a charger is enough get it past that.

 

I'm betting that the charging circuit is getting some faulty data, or trying to make sense of the new battery in light of the history it has of the old battery. 

 

How do I get the charging circuit to look at the new battery and decide that it can risk putting some power into it?

Thhe only tricks I've seen for this are either leaving the phone on charge for a long time or,
