It's called mallware.
A factory reset will remove it. But then you need to know how you got it so you don't install what ever it was that installed it in the first place, so you don't get it again.

Just rebooting will not necessarily get rid of it. You need to uninstall the app that is causing it. You should uninstall the most recent apps and check to see if it has helped. If it doesn't then you can reinstall the app and go on to the next app. This can be a timely process, but is really the best way to figure out what app is causing this.

Once you find the offending app then make sure you don't ever install it again. You can also write a review for the app and let others know what is happening to you. It could very well help others not have this problem you are having. Hope this helps.

Yes, you will lose all pics and all personal files, if they are not backed up somewhere other than on the phone. S factory reset (FDR) restores the phone to factory settings, like the first time you ever turned it on. One other thing to try before jumping in go a factory reset is uninstall every app you have ever installed from the Play Store. Then turn the phone off and back on again (reboot) and see what happens with no Play Store apps.

You may lose your pictures. If you are using the Photos app, you should set it up to backup all your pics to your G+ account. You will then never have to worry about losing them again. You will also have access to your pics from all your devices that you are signed into your Gmail account on. It is very nice to have. Hope this helps.

You could also try an app like air push or ad-network scanner and detector. I've had luck with them. They scan your apps and tell you which have the ability to have ads pop up. Then you can just uninstall the app causing the problem. Good luck.

Haven't used it in a long time, but it identified the culprit accurately and when I removed the bad app the pop ups stopped.

But when I updated my phone's software. After that only started these irritating advertisements.
