I've had for some time problems that when I connect my P1 via Thunderbolt 3, performance goes noticibly down, at least the video lags significantly.
When I unplugg it it is fine, or when I plug it directly to monitor via HDMI it is also fine.
Only help is to restart Windows, but usually after I again plug out/in the dock I get the same problems.
I've spent already days by downloading all newest drivers (dock and video cards) and firmware for dock and BIOS, but it doesnt help.
Any clue what to do?

This happened to me for the first time today. The only difference today was that I had my P1 on and open when I plugged in the dock. Then after it connected, I shut the lid and moved to my desktop monitors. I then saw the terrible lag when scrolling.
Normally I sleep the laptop before plugging it in or shut it down completely before plugging it in and don't have the lag. Today I shut down, restarted with it plugged in and the lag was gone.
I have a whole lot of other issues with this dock though. Plugging it in causes the "No battery is detected" icon to show up and the battery doesn't charge. And whenever I shut it down while on the dock it basically freezes and I have to press the tiny reset button on the bottom of the laptop to get it to turn on again.

I've had this issue too. I've downloaded all the new firmware for the dock, updated my computer through the Lenovo Vantage thing, and nothing helps.
The display is extremely laggy when plugged in, and I use the system for CAD which makes the experience terrible.

I have the same problem with the workstation dock on a X1 extreme.
1. Fresh reboot. -- is fine
2. Undock -- is fine
3. Redock -- terrible lag. System process goes at 5-10% all the time forever.
4. Undock -- is fine
5. Redock -- terrible lag. System process goes at 5-10% all the time forever.
6. Reboot while docked -- is fine until I undock/redock.

Yep, exactly the same problem here. All drivers updated.
Thunderbolt 3 dock with X1 Extreme, and 2 x HP Elitedisplay E273q. The only thing I haven't tried is using Display Port for both monitors instead of HDMI.
I'm about to go through the email support to see if I can get some luck there.
For what this set up cost, it really is rubbish I have to reboot the laptop to get something that is useable. I use a lot of 3D cad software and its simply not useable after the first start.
