Unplugging & plugging Laptop into Thunderbolt 3 when the laptop is powered on

In reviewing the Thunderbolt 3 manual, no where do I see a reference to unplugging or plugging in the laptop from from the doc when it is powered on.  I assumed this was a feature otherwise it would seem a major step backward in capability.  Is this something it's supposed to be able to do?  Though it seems like I have all kinds of problems when I do.
