Just to clarify that you'all are following the proper steps...
log in (create if needed)
enter serial #
select country - select language
you may need to enter the complete Machine Type Model (model#)
*note type of recovery media that is available to you on right-side*
If physical media is avail to you, click next to "place" order
--DVD media gets mailed to you - a mailing form is presented to fill out
(I just did this for a PC from 2016 - Win8.1 Pro DVD)
--USB media can also be mailed to you if that is an option for you - based on machine
If 'digital download' is the only avail choice, click to 'accept' the terms
--then click "Next"
--fill out the short form for your account
--'I'm not a robot'
-----your digital download request NOW places an item in a holding bin for you!
** without the above steps you will always get login errors from the USB recovery tool!!
NOW use the Lenovo USB recovery creator tool (desktop app), to go get it and create the media.
-login using the same credentials from above.
-you should see items that you are allowed to download - select it, 'next', save location (make a new folder for each dl)
-insert USB of 16GB min
-when dl is complete, click 'Next'
-select your USB drive
-click OK on validated screen
-creator takes forever to "make" the USB
-format\copy should be complete and ready.

I have done all of the steps you outline. Digital download is my only option. I got an email saying the link will only be active for 72 hours.
"NOW use the Lenovo USB recovery creator tool (desktop app), to go get it and create the media.
-login using the same credentials from above."
This is where the problem happens. The software is unable to login, so I never get to the step listing the digital download and allowing me to download it.

I wonder, then, if it makes a difference if you stay logged into the recovery request website or not?
I just did the dvd order online this am...worked ok. unrelated, I know.
Then I had logged out and back in to do a USB digital dl only thing - usb tool worked, just before I made my other post.
as I went through the whole process I started to document each step, because it was working for me (shocked!).
But, I know I had initially (the first times I tried this process) and always got the login error because I went to the app\tool first, thinking I could somehow just get in and have access to recovery media.
Following the first steps might be something others haven't done? (like me)
So, it may still be hit-n-miss (mostly miss) for others.
I would suggest to try a win7 box + tool or maybe a win8 + tool and then a Win10 + tool.
Mine worked this am with Win7 + tool.

I expericed the same issue. you could try to delete the tool you downloaded, redownload from the website. also disable the firewall and antivirus software, and then it worked well. it is weired if it is really the firewall's problem. hope this works for you.
