I'm on this page https://forums.lenovo.com/t5/forums/recentpostspage/post-type/thread/category-id/Community-EN and there's no button for Post a Q. I've used it before to post, but nada today. Any idea how I can post?

I never use that page so I can't say whether it ever had a "new post" button. I'm not sure how that would work, though. How would that "button" know which forum was the post's target?
I'll leave it to others more familiar with that page, In the meantime, I've fixed your broken link and moved your post into what I believe is the approrpriate forum.

If you are viewing through the Recent Topics widget then the button to start a new topic will not show. Please see point 3 in the below linked to Knowledgebase article.

Please help me! As silly as this sounds, I cannot for the life of me figure out how to post. Instructions say to click on a link, but I don't see any words like "Post" and if it's an icon, I don't know what it should look like.
