Everyone keep saying that in Silent mode cpu won't throttle up or/and that it is limited to 25W. I would like to know, why is it still so, that according to HWMonitor cpu actually gets up to 51W and goes to 4,1GHz with Silent mode. Does HWMonitor show wrong data or am I missing something here?

The limits are for power, there are 2 of them for each mode, normal PL1 and boost PL2, the are no core clock limits, it's as follows:

 

PL1/PL2:

 

25W/45W

60W/80W

70W/107W

 

as u can see in the image in the 'current' column:

how do you switch between the power modes ? I pretty much got fn+q seems to give me 90 watt 2070 and then not that. No quiet mode or whatever.

These power modes n limits are for cpu only, gpu power wattage remains unaffected. For cooling use throttlestop to manually limit cpu power to 40W then check temperatures. Learn here video, watch first 2 minutes

The performance mode boosts de GPU power to 90W, the other 2 modes keep it at 80W, as for the CPU you can see my last post in this thread.

The Fn+q cycles through the modes, you can install the Lenovo Utility from the Microsoft Store, this shows on-screen icons when you change settings, not only the power settings, but also other function shortcuts, like when you disable/enable the touchpad or the camera:

1. Does the Y540 has the same problem as well or is the cooling solution better out of the box without any need for fan control? I am trying to decide between the Y540 and Y740 today.

 

2. What exactly is the difference between 1.06 BIOS Max fans vs 1.10/1.09 BIOS Performance mode fans. I am assuming if you put it to performance it will be the same as 1.06 Max fans only?

1.) Same problem on both laptops.

2.) Performance mode does not give Max fans, so CPU does not cool that well. About (if I have understood correctly) 10c° difference.

 

For example I use Quiet mode 24/7 because laptop is fast enough and temps are much lower.

Thanks. I don't care for gsync or better build quality or the slightly better thermals so I've mostly decided on the Y540 instead of the Y740.

Just so I understand this correctly all I need to do get the max fans back is to go back to 1.03 BIOS with the 9750 Intel CPU [instead of 1.06 for the 8th generation] and everything will be good?

Heres a video explaining in detail the differences between the two laptops that just came out 3 days ago.   I have the Y740, it has a much bigger cooling system which expels twice as much heat. Myn has been great, I would never in a million years sacrafice all the benefits the y740 brings.  Not just all that, but the screen is 500 Nits of brightness, which comes in handy for gaming.  Having a brighter screen for gaming is so great, in many games where other players cant see well cause its dimly lit I have a great view.  I would never want another screen now that IV used this 500 nit screen.
