Lenovo Legion Y720 CPU stuck at 0.78 Ghz all the time !

It's been few days since I noticed my laptop started acting weird. Then I accidently saw CPU is stuck at 0.78 Ghz all the time, no matter what I do, play games, render some 3D stuff, or stay in idle. I restarted my system hoping it will solve the issue, but its still here. Anyone know what is causing this, and can this be solved ?

1.shutdown the laptop

2.unplug it

3.keep the power button pressed for 45 seconds

4.enjoy

Check power profiles in power options. Preferably use "high performance". It is a gaming laptop after all, right?

My Y540 has this issue since the first day I bought it. Never managed to solve it. Tried all that you suggested with no luck. Even official Lenovo service could not fix the issue. What can I do? Lenovo should be obliged to fix the issue but they didn't fix it and returned the Laptop back to me without solving anything

I ultimately returned it to the shop, as I had 30 days to return it if I wasn't satisfied. If that is not the option, send it again for a service repair.

No, more than 30 days have passed. Also, each time I send the laptop, I pay for the delivery expenses, which is disappointing, since this is Lenovo's problem. Every other company I know, at least pays for sending costs when there is a warranty issue. If I am mistaken, please reply to this post, to inform us officially as Lenovo, what is the policy of Lenovo on this. Does it let the customer pay for sending expenses, when there are issues in brand new laptops? I've already paid once, to get my laptop back without any improvement whatsoever. Should I pay again?
