Does anyone have a recommendation for the most cost effective working 32GB (16GBx2) SODIMM solution for the Y530?

I typically recommend Crucial: http://www.crucial.com/usa/en/legion-y530/CT12534760

You can find cheaper options on Amazon from generic brands, but I can't vouch for their quality or reliability. I recommend going with a big brand like Crucial, Samsung, Kingston, etc.

Hope that helps.
