It is a i7-9750H, brand new, but severely underperfoming. I installed a samsung 970 evo plus, still the same underperformance. Lenovo Vantage is missing all options for overclocking or performance adjustment.
Its Max Core Frequency is fixed at 0.8 Ghz (or 0.78 Ghz in Task manager)
What do I do?

oh wow, it's incredibly simple, but it took me whole day to find it.

Turns out it doesn't solve the problem. It will return to that state after 5-6 mins or working correctly.
It is a bug in the BIOS update, and Lenovo needs to fix it!
Disabling Hyperthreading has so far yieded longest running results, but for a brand new laptop with i7, this is totally unacceptable.
