Y540 utilizes 30% of graphics card, caps at 60 Celcius

I recently bought Y540-15IRH with GeForce 1660 Ti (i7 and 8GB RAM) and I have the following problem:

When I run a game I get very low performance (30% of expected frames) and I don't even hear the fans.

Let me assure you that the laptop is of course plugged in during these tests.

To fix the problem, I tried installing:

  1. Nvidia drivers from Lenovo official drivers site
  2. Nvidia drivers from Nvidia site

I did all the updates using Vantage.

I tried tons of different settings with no luck.

Even updated BIOS firmware.

 

Recently I used GPU Temp to monitor temperature and GPU utilization.

When starting a game (e.g. Far Cry 5) I get the following:

The temperature never exceeds 60 Celcius. The GPU Core Load is at 30% more or less.

And I get 25 fps with ultra, while I would expect at least 70 fps with my configuration.

Check the screenshot with the framerate on top left corner.

 

It is as if the laptop does not push more load to the GPU and is capped at 60 degrees Celcius.

How can I fix this issue?

Hey.

Are you sure it's running with the Nvidia GPU? 
Also, which mode is Selected in Lenovo Vantage? Try switching between modes to see if the situation changes.

I am sure it is running with the Nvidia.

If I switch to the Intel GPU I get less fps (~10)

I've tried all modes:

Performance, Balance, Power

No luck.

After investigation, it seems that GPU is not the problem. The CPU is constantly at 0.8 GHz and using Intel's XTU tool, it appears to be at a constant Thermal Throttling state, even though temperature is constantly low. It seems like a bug. I took it already to Lenovo's official service, since it is brand new and they didn't notice this issue!! How disappointing!! Also I paid the expenses to send the laptop to them (I don't know why, since it is Lenovo's problem). Numerous posts with a lot of Lenovo's models describe the same problem. But in their case this happens occasionally. In my case, I have this SINCE THE FIRST DAY I bought it. I never saw the CPU go above 0.8 GHz. I've tried all proposed solutions, with no luck. I think Lenovo should replace my laptop. Can an official Lenovo representative answer to me if this is possible? Also, what is the alternative? Should I send it again to local Lenovo service and pay again sending costs? Also, is it going to be fixed, since they didn't even notice it to begin with?

Lenovo representative told me that: "The laptop runs at 0.8 GHz, because I only have 8GB RAM". UNBELIEVABLE!!!

Very bad support. I should have gotten a replacement instead of this communication. I am very disappointed.
