Reship Issues - Horrible Service

I ordered a Thinkpad P on Dec 18 as a present for my son that was supposed to arrive before Christmas.  It was not able to be shipped from USA to Canada as Lenovo did not provide proper documentation to UPS, and UPS returned to Lenovo on Dec. 29.  The reship request was made on the 30th, and I have followed up via either chat or call on Dec 30, Jan 2, 4, 5, 6, 7, 8 and 11.  Each time I get either 'you will hear from us in 24-48 hours' or 'it is now with a case manager, they are following up with fulfillment, and will get back to you'.

It seems unbelievable that nearly 2 weeks after getting a device back that was supposed to go right back out, nobody knows where it is, or when it may be shipped.

 

What's the best way to escalate to actually find out what's going on?
