I don't think the reason for incompetence is the result of where the employee is from.
Incompetency is usually the result of poor training and when there is a breakdown in communication.
And as far i know Lenovo don't use Paypal as a payment method.

what payment methods can I use?
we accept visa®, mastercard®, and atm cards if they are issued by one of these major credit card companies.
our servers encrypt all information submitted to them, so you can be confident that your credit card information will be kept safe and secure.

Lenovo shop doesn't accept international credit cards, so my question is would they accept international paypal.
And it was not nice that support assitants do not know that, and as you saw he refused to provide any contact of someone who can answer this question. This doesn't look good, I mean if they cant answer such simple questions, what about larger issues, like warranty, delivery or technical problems. It would be nice to get an email of someone who doesn't read a script while talking to clients.

One of the reason that Lenovo don't accept international credit cards is probably due to credit card fraud.
Lenovo have different policies and rules for different countries, which sometimes make it hard to stay abreast of all the changes.
It is probably better that if Lenovo can keep a centralised documentation systems or have a page that stipulates the general condition of payments for each country. (US must be the first country to have implemented paypal, Australia still uses the regular payment methods).
But wait a few days, and let the right person to come to help you with the correct answers.
Also welcome to the forum.
