SMS not sent, tap to try again

I am not able to send sms. Getting error like 'SMS not sent, try again'. I showed it to my sim service provider, they are saying no issue from there side as sim is working in other device. It happened to me before also, I formatted my mobile to reset factory settings, then it worked. But again I am facing the same issue, and its is not resolving with factory rest also... Please help.

I'd like to confirm, did you restore your apps/backup when you setup the phone after doing factory data reset? Does it happen with certain contacts? Try a different Messages app in Play Store and see if you can duplicate the same behavior. Thanks.
