Touch screen is not working

I have an All-in-one Ideacentre B series. It has touch screen but the touch screen functionality was never originially setup when I setup the PC for the first time. I'm trying to get it working now but having a few issues:

 

1) The Tablet PC Settings menu is impossible to find anywhere on my PC. It is NOT in control panel or any other location I have been directed to. The only way I was able to get to this menu was by opening run and entering "shell:::{80F3F1D5-FECA-45F3-BC32-752C152E456E}"

 

2) After I finally got to this menu by the above method, the Setup, Calibration, and Reset buttons were diabled. 

 

Anyone know how to fix this?

Was it sold to you as a touch?

 

Did the box say it was touch?

 

You might try a search here.  The control panel should contain a tablet pc setting.

 

Control panel/device manager should show an entry for touch .. you might try to update the driver.
