Still boots up and the screen turns on but broken glass prevents control of "mouse pointer" and you can not select anything on the screen.
Is there anyway I can access using different monitor?

As per the query we understood that you are facing issue with monitor in your Lenovo a730 desktop.
As this is all in one system, this model supports wireless mouse and keyboard, please check if the wireless dongle is connected properly, and also check if you are able to work with the keyboard.
Please boot into safe mode and check for the issue, also try to connect the external wired mouse to check for the issue. As this model has HDMI port you can connect the monitor and check for the issue, please use HDMI out and can use the external wired mouse and check for the issue.
As you have also mentioned that the LCD is broken, I would suggest you to visit the nearest service centre for further details
