No.

Update:

A method has been found to root without unlocking.  See here.  I haven't personally tried it, but it sounds like it works.

As per your question Yes you can /root your A2109A without unlocking the bootloader here's the link I found that allowed me to do it.

http://www.androidtablets.net/forum/lenovo-ideatab-a2109-development/57566-root-4-1-1-withoud-bl-unlock-how-root-your-a2109a-without-bootloader-unlock.html

Now keep in mind "YOU WILL NOT" be able to Flash any type of Custom ROM or anything without unlocking your bootloader,

This will only allow you to have /root access on your tablet allowing you to use programs that require /root access.

Such as ScreenShot Apps, Root Application delete for taking off unwanted Bloatware, etc.

It took me several Threads here and at the Lenovo Forums to get all the programs I needed to do it.

BUT I DID IT!!!!

Just look for the post by: WasteLandSavage at the link above I give the links and instructions I used to do it.

Along with suggested Apps to use after you obtain /root.

I hope this helps.    And if it Blows Up You "NEVER HEARD OF ME!   :smileyvery-happy:  Good Luck: Ricky

Not a problem, I happened upon this info just two nights before you posted.

Karma perhaps?

I to didn't want to unlock my bootloader and all that hooey but was getting desperate enough to do it.

This just makes it a bunch eaiser.

If like me you don't want to Flash to a custom ROM.

ENJOY and again glad I could help: Ricky   :smileyvery-happy:
