I'm sorry to read that you're unable to create an additional user into the tablet. Just to ask, how did you reset it to factory settings, is it through the tablet's Settings itself? If yes, I would ask you to reset it again, but this time, inside the Recovery Console menu instead. You may watch this video to see how it can be done. Make sure to create a back-up first to avoid permanent data loss. Once done, complete the initial setup again, then see if you can now add a new user successfully. By the way, see to it that it's also updated to its latest version.

The number to call them is 877-453-6686 and their operating hours are Monday - Sunday: 8AM - 8PM EST. By contacting them, they can review the issue further if it requires service due to a hardware defect. Please provide the tablet's serial number when asked so they can check its warranty, entitlement, and available repair options.
