Can I upgrade my B570 from a Pentium B950 2.10GHz Dual core?
And if so, what processors are compatible with my motherboard?

From what I can understand, the Intel HD 3000 was installed into Sandy Bridge CPUs, and the Intel HD 4000 was installed into the newer, Ivy Bridge CPUs. So is the (I assume 1068 motherboard) compatable with Ivy Bridge, and therefore Intel HD 4000 GPU? Or do I need to select a Sandy Bridge CPU with Intel HD 3000?

Your B570 hardware maintenance manual is located here:
If you look at page 63, you'll see that the CPU is socketed (vs soldered), so you should be able to swap in an upgrade of some type. Please note that you'll need to completely remove the system board to do so, as the CPU is on the underside of the board. Also, please look at pages 77-78 for CPUs (item #11). I only see i3, i5 and i7 CPUs, though.

But now I have another question:
That manual said that some of the models have an NVIDIA GeForce 430M dedicated GPU. Is there a slot for a GPU on my 1068 motherboard?

The discrete GPU and its asociated componentry are soldered to the system board. There's no slotted graphics card, per se.
