I am getting the above error when trying to boot. I have tried a new SSD , no better. The drive is at the top of the list, it is clearly recognized but no boot.HELP!!!

Welcome to the Community Forums.
Default priority boot set first with the stock storage harddrive , as the machine checks available boot (this can be a defective harddrive /connector cable and port or no viable Operating System found ) and moves to the networks (next boot priority) if there is none detected on the primary .
The error PXE-E61 Media Test Failure can occur at boot, if all the following are true:
To resolve this error, remove Boot to LAN from the list of boot devices in BIOS Setup.
Try going in the BIOS main page and see if the harddrive is detected .
To check further on the integrity of the harddrive ( likewise isolate it from possible cable and port failure) , test it on another system if available or place in an external harddrive enclosure and see if it is bootable or at least able to read and write data while being connected to another. Hardware manual here for reference.
