I picked up a Lenovo G50-45 model 80E3 that is missing the complete HDD.
Can I install any new HDD and install Windows, or do I need to match whatever version of Windows the laptop came with?

Before purchasing a new drive you need to make sure it is compatible, correct physical size and connection type eg. Sata.
There is a couple of questions before being able to correctly answer your question. Do you know what version of Windows was installed last? Are you hoping to re-use the existing Microsoft Windows serial or are you planning to purchase a new copy?
If you plan on purchasing a new copy you can install which ever version you like. If the laptop previously had Windows 10, the chances are when you install the drive and install Windows it will detect the previous version and Windows will be automatically activated as long as you install the same type eg. Home or Pro
If you are a little unsure you may want to visit your local Computer Repairs store for assistance.

I dont' know what version of Windows was on the laptop previously. All I know is that it was supposed to be a working laptop, but had the HDD removed.
I'm hoping to not have to buy another copy of Windows.

Welcome to the Community Forums.
In addition, installing the same version of Windows that came with machine would allow you to have a running machine with a new harddrive.
There would be a Microsoft sticker that indicates it or you can also privately message me the serial number to get you the Windows version of the machine if it came preloaded so there is not need to purchase any new product key.

This is the Windows sticker on the bottom of the laptop.
I installed a hard drive, and booted from a USB with Win10 on it, and it installed Windows 10 without asking for the code. So I'm guessing the bios had the Windows registration stored in it?
It appears to be working great now, just a little slower than I expected.
Maybe finding the correct drivers for the laptop will speed things up?

Previous user may have also availed of the free Win10 upgrade.
The model does have drivers for Win7 Win8.1 and Win10. You can get it from the link below then apply any newer Windows as it goes in and restart as needed.
Upgrades to solid state drive can also help.
