Lenovo G40-70 - Plugged in, not charging?

I've got an old G40-70 running Windows 10.

 

I think the power area was damaged and now when the laptop is plugged in, it says "plugged in not charging" and the power slowly drains away.

 

Then when the laptop is turned off, it will charge back up to 100%. Then when I turn the laptop on, it will say "plugged in, not charging" and the power will drain out.

 

I've tried taking the battery out but the laptop won't start (when plugged in).

 

I've bought a new power adapter/charger so I think its something to do with the laptop.

 

If I bought a new power jack, would it need to be soldered in?

Checking back with the hardware manual, DC in power port do not appear to be soldered (page 57).  

 

I do hope it is not the motherboard itself so checking for the power board (if available) can also be done specially if the machine will not turn on while connected to the ac charger without the battery.

Without the schematics, it would require board level experience to isolate other than testing with a known good power board. Otherwise if a known good board also fails then it would be the time to conclude a motherboard issue.
