When plugging devices into the USB port, the USB devices are not detected, and when a phone is plugged in for charging normally, the phone does not charge!

There are several possible reasons that the USB ports on a system may not be working.  This article recommends checking the more common causes such as BIOS settings first, and then covers a somewhat infrequently occuring circumstance involving print spooler settings:
  1. Ensure USB is enabled in BIOS
  2. Try doing a reset factory default on BIOS.
  3. If problem persist follow step provided below
  4. Click Start
  5. Search for Services
  6. Open the Services application
  7. Search for Print Spooler and ensure that the Startup Type is set to Automatic.
