You probably have a 32bit operating system installed, and it can not use any memory above 4gb. Will need more information about your computer to narrow the issues and slove the problem.

Operating system version (Windows) or release number (Linux), how many physical sticks are used to reach the 8gb that is installed. What program is reporting the total amount being 3.2(approx) gb of memory.

I would suggest downloading CPUZ and runing it. It will tell you much more information abouit installed memory vs what the OS would state as "avaliable"...
Windows task manager may not show the entire amount of system memory you have installed, it will show what is available (free) for the system or programs to use. CPUZ will show you what is installed, the timing it is using and more.

I am not sure whether memory remap feature is in your laptop, have a look in your BIOS whether you have it, if it is, just enable it.

EDIT: Make sure the RAM is seated firmly.
