i have a g510, intel 4700 mq corei7
i enabled Intel Virtual Technology under the Configuration Tab.
after that in windows 8.1 :
run Intel(R) Processor Identification Utility

A couple of things that can cause that to happen: on most machines, it's necessary to fully cycle power (shut down, power up) after changing the VT setting in BIOS. Also, having Hyper-V enabled in Windows Features can hide the VT status.
