ThinkPad P17 Bottom Cover Design / airflow (different versions)

I was looking at the bottom cover for the P17, apparently they have two versions (see below). 

 

Can anyone explain why they added a sticky paper on the last one that would block the airflow to the CPU and GPU, and overall motherboard?

 

Can the paper be removed to increase cooling and reduce overheating?:

I don't have a P17 to look at so some info from someone with direct knowledge would be appreciated.  Is that the way new covers are sent from Lenovo?  I have seen cases where the adhesive plastic sheets are in a separate kit and must be applied before assembly.  I can imagine reasons why you would want some air vents blocked, like if you wanted to focus an air stream at a particular point.  There are different CPUs, GPUs and fans, depending on configuration chosen.  Some may have components at certain locations that need cooling, while other configurations need focused air flow and one spot.
