I have a Radeon 540. I'm having the same problem. I think it has something to do with power. After 2 minutes, the TDP value decreases. DELL and Acer computers do not have this limit. CS: GO game can not play comfortably. A friend of the DELL 2500U says he plays smoothly. I'm really sorry to hear that. I apologize for the money for my Lenovo computer. I think this issue has been raised before, this place does not take us seriously.

Is a bios update out yet to fix this ? im thinking about buying this laptop but if its not fixed its just easier bying another model than getting in the hustle of disabling STAMP.

It is not fixable as that is not an error. Plus, the STAPM values are not being disclosed by the manufacturers anywhere. If you want a higher performance you'd need to get the Ryzen H-series CPUs found in gaming laptops if you want high continuous performance. This is a device with an ULV CPU and thus you have to expect ULV performance.

What is the status on the Lenovo V155-API computer? Is there a restriction on the processor? He's using the Ryzen 3500U. In Vega 8, you get 60FPS on a 720p screen in PES 20.

The restriction meets basically every device that isn't a ThinkPad. I also read somewhere that the Yoga devices are "unlocked" to 20 Watts instead of the stock 15, but I am not so certain since my maximum boost clock after a long time is like ~2.3-2.5 GHz on all cores. It is basically a fact that low-end devices or even mid-end besides the ThinkPad are always limited to 15 Watts. The V155 is very cheap compared to even themid-end 300 lineup, so I would expect 15 Watts.

I don't know anybody who uses it, but basically no notebook has "no limitation", there will always be one as that is a required feature. The only manufacturer who sets these values to completely unrealistically, unattainable high values to achieve maximum performance is actually Apple. Even the ThinkPads only have the value at 20-25W, but not more. They can download an application called AMD uProf and look up guides on how to use it to manually display the actual current power usage and the shorttime and longtime STAPM values to really show what values it has set. Just because one single, specific load doesn't make it throttle (like the good results the Intel Core i9-8950HK gets in GeekBench because that app uses boosts under a second and basically doesn't tax the CPU at all) doesn't mean it has a high-set value.

3500U has 35 TDP. The 2500U processor is limited to 15 TDP after 2 minutes. Is there a problem with this processor (3500U)?

That is not true, the H-versions have a permanent limit of 35W. The U-CPUs are standard 15W with cTDP down to 12W and cTDP up to 35W. But it isn't set by default to 35W.

 

Okay, I took some time to make a screenshot of this app to show you what value you will be wanting to look at (from my Ryzen 5-2500U driven Yoga 530)

 

 

The value Socket0 STAPM Limit is the one you are looking for. The value below that is the average value. When that rises to the 20W STAPM continious in my case, it throttles down till the momentary value reaches this maximum and keeps it at that value. The two values below that (fast and slow) are like the Intel TurboBoost Power Short and Intel TurboBoost Power Max values; values which you can attain for small, bursty loads.
