Is it good to have a hdd and ssd in a laptop using the optical drive or convert the hdd to external hdd? Which will make the drives live longer? Also, if I want to save power is it safe to disable optical drive while the hdd is in it?

It would be better to keep the HDD /SSD on a laptop as originally intended. Movement does affect performance so the more you lessen moving things then more we expect longer mechanical factors. 


Here are also some basic guides for storage care.


Saving power by lessening resources can also be a good practice specially when not in use.
